feat: show MULTI_TARIFF_ENABLED setting only in tariffs sales mode

Browse Source 
Hide MULTI_TARIFF_ENABLED and MAX_ACTIVE_SUBSCRIPTIONS from admin
settings when SALES_MODE is not 'tariffs'. Add Russian translations.
